Citizenship and Core Requirements

To purchase a new Build-To-Order (BTO) flat, at least one applicant must be a Singapore Citizen. In the case of Joint Singles or Public Schemes, specific combinations of Permanent Residents (PR) and Citizens dictate the available flat types and locations. Non-citizen spouses or family members must meet the Long-Term Visit Pass criteria to be included in the household occupancy.

Eligibility is strictly verified during the HFE (HDB Flat Eligibility) letter application process.
